The Direct Payment Scheme for Landscape Conservation is to compensate for the income losses incurred by those farmers who cultivate ornamental instead of economic crops to help conserve the rural environment and landscape.

There is no regulation that prohibits the sales of ornamental crops. However, there is some limitation to the marketing of those crops in that the relevant authorities examine their presence in full bloom before making payments.
